An animation triggered by or tied to scroll position. Elements can fade in as they enter the viewport, or move in sync with how far the user has scrolled.

Add scroll animation: fade each section in as it enters the viewport. Opacity 0 to 1. No movement, just the fade.

The crank turns and the roll scrolls up; as each section crosses the bottom edge of the window its shade lifts and it fades in, driven by the roll's position, not a clock.
Add a scroll animation in your animation library so each section heading fades and rises 12px as it enters the viewport, once, and never on the way back out.
